How much is WIBA insurance in Kenya?
WIBA insurance costs about 0.5%–0.7% of annual payroll for office staff, 0.8%–1.2% for retail and hospitality, and 1.5%–2% or more for construction, manufacturing, drivers and security. Most policies have a minimum premium of about KES 10,000–15,000 a year. A 10-person office with a KES 4.8 million payroll typically pays about KES 24,000–33,600 a year before levies.
Estimate your WIBA premium
This is an estimate, not a quote. Rates are taken from published market ranges gathered in October 2026. Insurers rate each occupation class separately, so a payroll that mixes office, sales, driving or site work will be priced class by class, and your trade, claims history and benefit extensions also change the price.
Rates this calculator uses
- Low · Office / administrative: 0.5% – 0.7% of payroll
- Medium · Retail, hospitality, light workshop: 0.8% – 1.2% of payroll
- High · Construction, manufacturing, drivers, security: 1.5% – 2% of payroll
- Minimum premium: about KES 10,000 – 15,000 a year
- Levies added: Training levy 0.2% + PHCF 0.25% + stamp duty KES 40
Worked example: a 10-person office
Worked example
- Staff
- 10 office and administrative staff
- Annual payroll
- KES 4,800,000 (about KES 40,000 a month each)
- Rate (low risk)
- about 0.5% – 0.7%
- Premium before levies
- about KES 24,000 – 33,600 a year
- Levies (0.45% + KES 40)
- about KES 148 – 191
- Total a year
- about KES 24,150 – 33,790
- Per month, spread over 12
- about KES 2,010 – 2,820
Payroll, not headcount, drives the price. The same 10 people as drivers or security guards would sit in the high band at about KES 72,000–96,000 a year before levies.
Small employers: the minimum premium
Worked example
- Staff
- 3 shop assistants
- Annual payroll
- KES 900,000
- At 0.8% – 1.2%
- KES 7,200 – 10,800
- After the minimum premium
- about KES 10,000 – 15,000 a year before levies
For small payrolls the minimum premium, not the rate, sets the price. That is why WIBA is often cheaper per employee as a business grows.
Mixed workforce? Each class is rated separately
If your staff do different kinds of work, insurers price each occupation class on its own wages and add them up. For example:
- 6 office staff on KES 3.0 million at about 0.5%–0.7%: KES 15,000–21,000
- 4 drivers on KES 2.4 million at about 1.5%–2%: KES 36,000–48,000
- Total: about KES 51,000–69,000 a year before levies
Choosing a single 'main type of work' in the calculator gives a rougher figure; for a mixed payroll, run it once per group and add the results.
What counts as payroll for WIBA
- Included: basic wages and salaries, cost-of-living allowance, the value of food, fuel or housing you provide, and regular overtime
- Usually excluded: occasional overtime, one-off or ex-gratia payments, travel allowances and pension contributions
- Casual workers engaged for your business must be included
- Declared figures are estimates; insurers adjust the premium against actual wages at year end

Before you buy
Every employer in Kenya must insure against its liability to employees for work injuries and occupational diseases (Work Injury Benefits Act, 2007, s.7(1)). There is no exemption for small employers.
An employer who fails to insure commits an offence: on conviction, a fine of up to KES 100,000, up to three months' imprisonment, or both, plus up to KES 10,000 for every day the breach continues after conviction (WIBA s.7(4)–(5)).
Three statutory charges are added to the premium: training levy (0.2%), Policyholders' Compensation Fund levy (0.25%) and stamp duty (KES 40).

Frequently asked questions
How much does WIBA insurance cost in Kenya?
WIBA is priced as a percentage of your annual payroll. Typical rates are about 0.5%–0.7% for office staff, 0.8%–1.2% for retail and hospitality, and 1.5%–2% or more for construction, manufacturing, drivers and security, with a minimum premium of about KES 10,000–15,000 a year. Levies of 0.45% plus KES 40 stamp duty are added.
How is WIBA premium calculated?
Insurers multiply each occupation group's estimated annual earnings by a rate for that type of work, add the groups together and apply a minimum premium. Earnings usually include basic pay, cost-of-living allowance, the value of food or housing provided and regular overtime. At the end of the year you declare actual wages, and the premium is adjusted up or down.
Does WIBA cover casual workers?
Yes. WIBA covers casual workers engaged for the purpose of your trade or business. Only a casual hired for some other purpose, such as a one-off job unrelated to the business, falls outside the Act. Declare casuals' expected wages when you buy cover; leaving them out of the payroll is a common reason for a claim to be disputed or the premium to be adjusted later.
What levies are added to business insurance premiums?
Three statutory charges are added to the premium: a training levy of 0.2%, a Policyholders' Compensation Fund levy of 0.25% and stamp duty of KES 40. On a KES 50,000 premium, that adds about KES 265. Check that your quote shows them as separate lines so you can compare insurers on the same basis.
Can I pay for business insurance in instalments?
Often, yes. At least one insurer states that its SME package can be paid in instalments, and several offer premium financing, where a bank or financier pays the annual premium and you repay it monthly, usually with interest. Others expect the full premium before cover starts. Ask for the total cost of financing, not just the monthly figure, and keep payments up: a missed instalment can end the cover.
Do I need employers' liability as well as WIBA?
WIBA pays the fixed compensation in the Act. Employers' liability (common-law) cover pays damages and legal costs when an employee sues you for negligence or breach of a safety duty. It is not required by law, but higher-risk employers often buy it. Some insurers sell it only alongside WIBA, typically at about 25%–40% of the WIBA premium.
Is WIBA insurance mandatory in Kenya?
Yes. Section 7(1) of the Work Injury Benefits Act requires every employer in Kenya to insure its liability to employees for work injuries and occupational diseases. There is no exemption for small employers, so a business with one employee needs cover, and casual workers engaged for your business count. Not insuring is a criminal offence.
